The English water retail market opened up in April 2017, bringing it in line with that of Scotland, which opened up in 2008… and since then, businesses across all sectors and industries have enjoyed significant cost savings as a result of switching water supplier.

Who can switch water supplier?
The English retail water market is open to businesses, charities and public sector organisations. In order to be eligible, you must operate at least one site in England or Scotland. Organisations in Wales and Northern Ireland are currently unable to switch.
Household premises with management companies that are primarily used for living accommodation are unable to switch, as are local authority housing, as they provide residential dwellings.
Once you know if you’re eligible to switch, you can start to compare deals to find a new water contract – but the Hydroswitch team can do this on your behalf.
Who is my water supplier?
As of 2017, businesses are billed by water retailers rather than regional water companies (which are known as wholesalers). You should have been contacted by your water company before the retail market opened to be informed of who your water retailer would be, but if you’re not sure you can find out by looking at a recent bill.
If you can’t find a bill or have moved to a new site, all you need to do is get in touch with any water retailer and they’ll be able to tell you which retailer has been registered to your premises. However, we can do this on your behalf if required, so there’s no need to worry if you can’t find out which retailer you’re served by.
Is there VAT on water bills?
Typically, business water bills include charges for both water and wastewater, but the VAT rules for both are not the same. Water charges are subject to VAT at the standard rate, while no VAT applies for wastewater/trade effluent charges.
Whether you’ll be charged VAT for your water usage will depend on your standard industrial classification (SIC) code, which is used to identify and categorise different business activities. As a general rule of thumb, the majority of industrial businesses will have to pay VAT on water bills, while non-industrial businesses will not.
Industries that usually have to pay VAT include utilities, textiles, mining, manufacturing, engineering, construction and chemicals.
Are business water rates cheaper than domestic?
Generally, business water rates are cheaper per unit than domestic but this can be affected by the industry you’re in, how much water you consume and where your premises is located.
You will likely find that your total water bill is higher than a domestic property would be because your site will be bigger and you’ll consume more water, but the unit cost will likely be lower because more competitive pricing is available.

Is it only businesses who can switch supplier?
More than 1.2 million eligible non-domestic water customers in England are now able to choose their own supplier thanks to market deregulation that took place in April 2017.
Domestic water customers are unable to switch service providers because their supply is determined by location. It was decided in 2002 that competition wouldn’t be introduced for domestic customers because of how regulated the water industry is, which means that households are less likely to be overcharged. This removes the need for a competitive market.
Households can enjoy cost savings in other ways, including reducing the amount of water they use or having a water meter installed.
